The problem is not ECM. The Falcon, Scorpion, and Blackbird all needed boosting - seriously (This comes from an Arazu pilot).
The problem is that they a rigged max skilled Arazu's effectiveness to half of what an unbonused max skilled T2 damp does now. TD's also got further marginalized in a similar way.
Again, the problem isn't ECM... the problem is that they're systematically turning the game into "tank/gank" and nothing else.
I really like a little depth to my game. =(

The fact is any ship can fit a Sensor Damp and be incredibly effective with it, where only the specialized ECM boats can actually make ECM viable in any sense.
The last PVP tournament is a great example of just this. You had tons and tons of sensor dampening going on, on ships that have no bonuses to it. But when it came to ECM use, you only saw it on the specialized ECM ships.
None of that is based upon "today's Sisi". Now damps have been nerfed into oblivion and the jamming ships have been boosted to where they should have been all along.
There *IS NO OTHER VIABLE EWAR* than Caldari ECM. Tracking disruptors are less than half as effective as they were, and damps are far less half as effective as they were.
Seriously, a rigged, all level 5 skilled Arazu's damp will be half as effective as a completely unbonused damp now.
There isn't a reason *NOT* to use a Falcon over an Arazu now - the DPS difference is just laughable in relation to ECM effectiveness for the gang.

Dude, just face it. The Hype is going to be the Gallente blaster boat of choice now that the 5th mid is required for ECCM.

Fluffy, you know I <3 you, but you're wrong. Dedicated (and bonused+rigged) Damp ships won't even be able to shut down 1 target - let alone two.
TBH the issues are quite separate. ECM needed a boost on the BB / Falcon / Scorp. It's simply true. It's a *GOOD THING* that they're being boosted.
At the same time, they nerf all other ewar into oblivion (TD's / Damps). <--- This, this is the problem.
